Why is there a cost contribution?
The Dutch government has determined that residents of a municipal shelter in the Netherlands will pay a contribution towards the costs of shelter as of January 1, 2025. This applies to all residents with an income. If you have an income and are 18 years or older, you will pay a cost contribution as of January 1, 2025. With this money the municipality can pay part of the costs for your shelter, such as gas, water and electricity. Do you receive living allowance? Then you do not have to pay the cost contribution.
Who must pay a cost contribution?
Refugees from Ukraine who:
- are 18 years or older and
- stay in municipal shelters and
- have no living allowance but their own income
How much is the contribution?
The contribution is €105 per person per month. A family pays a maximum of € 210 per month.
Three examples:
- A family (husband and wife, possibly with minor children) of which 1 of the partners works: € 210
- A family (husband and wife, possibly with minor children) of which both partners work: € 210
- A single person over the age of 18 (possibly with children) who works: €105
What counts as income?
- Income from work in the Netherlands or abroad
- Unemployment benefit (WW)
- Benefit because you are ill or cannot work
Benefits you receive from UWV
Income from Ukraine also counts when determining the cost contribution.
How do I know if I have to pay a cost contribution?
If you have to pay a cost contribution, you will receive a letter with our decision. This states the amount of the contribution. You will receive an invoice from us every month. You must transfer the amount to Laborijn on time every month.
You also provide us with information if we request it. We may ask you for information about your income and your family. For example in a letter or e-mail. You are obliged to provide that information. We also check your data ourselves.

When do I not pay a cost contribution?
You do not have to pay a cost contribution if:
- you receive living allowance or
- if, after paying the cost contribution, you have a lower income than the level of the living allowance that would apply in your situation
